I think it's supposed to mean that the 'alien abductions' are supposedly done in order to prepare us for an invasion by getting people to act as some kind of ambassadors.

If so, it's a pity that people claiming they've been abducted seem to fairly consistently get assumed by most people to be either 'genuinely mistaken', 'making shit up', or 'a few sandwiches short of a picnic', rather than describing actual events.

Or that abductions are done to find out information about our weaknesses to help in planning a hostile invasion.
