Tiktaalic was a lobe fin fish. These are ray finned so no.

Now all they have to do is develop a fore brain that will allow them to invent and drive fast cars.

Do you suppose we could leave them a manual encouraging them not develop nuclear weapons and nuclear energy?

If you are going to leave someone/thing a manual, why would you encourage them to not use the best method of leaving this particular basket?

Although it would be interesting to study the genetics and embryology behind these, and other, atypical fin morphologies, and compare them with what we know about limb development in tetrapods.

I'd be nice to know where evolution is repeating the same tricks, and where it's doing thing differently.

They are frog-fish aren't they? An angler-fish. There are loads of flavours, my favourite is the psychedelic frogfish (Histiophryne psychedelica). It's like, made of magic or sparkles or something like that.
The striated frogfish is hard to look at for any length of time, it's appearance hits my SAN for 8 points. Look for it on Wiki, if you dare.
