There were some good stories in the McCoy era but, by then the lack of investment in the show was making it look very dated.

A hiatus for Who wouldn't hurt. There isn't really the public attention or affection for sci-fi fantasy shows which just run for ever and ever.

It's also gotten to 10 seasons by now, which is in itself rare for sci-fi series.

Don't know how accurate this is:
The series will contain ten episodes, down from twelve episodes in the three previous series. Each episode is expected to run for 50 minutes, with a feature-length 65-minute premiere.

no perhaps about it - there's 3 of them and they're referred to as friends...chibnall's basically going for a soft reboot - no 2/3 parters either, all standalone
