Two parties form a union. A bad decsion is taken, blame?

Hello everyone!

I was having this discussion with some friends but I also want to hear your opinions.

Let's say there are two political parties (party x and party z), and together they join hands to form a regional government.

Many years later, someone high up (let's say the mayor of a city) takes a bad decision without consulting the regional government. People know that this mayor is from party x.

Who should take responsibility for the bad decision? Should it be the regional government? Or should it be party x?

One camp says: Well the regional government had no idea.
Second camp says: That might be true, but they (the regional government) assigned him and gave him that post, so they should take responsibility.

What are your thoughts?

“Jointly and severally responsible” is the phrase I believe.

Thank you @felltoearth, can you elaborate a little, please? I hadn't heard of the phrase "jointly and severally responsible" so I looked it up and found:

Jointly and severally is a legal phrase that means two or more persons are fully responsible equally for the liability.


Is that what you meant? And if so, what is your reasoning behind that line of thought? Why are they equally responsible for the liability?

Your example is a bit vague, but when you have a position of responsibility that requires a level of attention to your duties, saying “I didn’t know this was occurring” doesn’t excuse you from blame or making good for harm.
