Way Leave and Utilities Companies

The electricity supplier told my family that to connect them to the local 'pole' they'd need access to the neighbours land, to pull up a ladder and have a fiddle for a few hours. And the home-owner has refused them access, unless my family sell him a slice of their land.

Does pulling Way Leave really allow this much abuse/power? To deny a basic utility to be delivered?

Neighbours cannot refuse access to let you clean the gutters for example. But can demand 6 weeks written notice. Would check what the guidance for utilities is.
