Anyone know how to enable remote Android debugging?

I'm trying to persuade my computer to recognise a tablet I've been loaned, for the purpose of debugging websites on Android devices. Trouble is, even though developer options are enabled on the tablet, nothing I've tried will persuade my computer to recognise the device as connected for debugging, so that I can use chrome://inspect to connect my laptop's Chrome debugger to the device.

Any suggestions?

i understand that android is a linux based system and it is possible to use ssh to get into linux systems. this might help:

it's a long time since i used such commands and i have forgotten most of what i knew, but i think i would su to root, then ssh, then offer a password if it needed one.
