It's a bricked MB. Almost without doubt. You can get a refund, or take the easy way out and throw it in the rubbish shute before purchasing one of a different make. Be sure to wear electrostatic gear when handling things, or you risk voiding your warranty. That's my remedy everytime. Rubbish shute.

If he'd replaced the motherboard he'd have re-inserted the graphics card, with more care, by default.

Problem resolved. Components ok. Fault was located between seat and keyboard.

Was about to post to remove and reseat RAM and GPU as this frequently cause of issue. My last issue like this was me inserting RAM 1 on each side of cpu (as usual) while mobo required them paired on only one side.. took days to figure out and ummm bother to read the handbook. GPU the next common issue in my experience, glad it up and rolling now.

In this case, the seat was the PCIe slot... because the graphics card wasn't seated properly... in the PCIe slot.
