I think it's more of a matter of practicality. The Destroyers were always in port under heavy anti-aircraft and fighter protection which made precision bombing from the dive bombers impossible. The Royal Navy had strict orders not to sail the channel in daylight, one Destroyer that contravened these orders, HMS Delight, was hit by bombs but this comes to another issue, the Germans didn't have armour piercing bombs, only high explosive and incendiaries, the Delight was hit causing major damage but was still able to be towed back to port (although she did sink later from a secondary explosion).
Two hundred gallons of blood-red paint, couldn't be worse if the devil himself had ridden into Lago.
