I think the first word is "kindly".

In that case, it's definitely a passive aggressive note.

My Arabic is very rusty but I think it says something like "Kindly note, entry is only for male officials."

Ah, yeah, I kind of picked up on the "only men" thing as well. Sounds about right, I think. Thanks!

OK so it says: men are forbidden, and it is the responsibility of (unreadable) my Arabic translator says the style is arrogant but not the most arrogant and the writer is either not very literate or not a native speaker.

All righty, then! A slightly different interpretation, but I'll take the word of an Arabic translator.

Some sort of service entrance at Dubai International Airport.

So, it's been narrowed down to either only men should enter, or men shouldn't enter.

Who wants to be first to open that door now?

(Personally, I'd cue myself off of the colour of the post-it™ note and steer clear, it's a universal language).

You say laaaady in a way that reminds me of Scooby-Doo saying ghoooost! Or possibly Shaggy, now I think about it.
