Any change to the US system is going to face stiff opposition. Either change will happen at a slow pace with piecemeal efforts or at some point the collective opinion will snap hard and it will change fast. Time will tell and during that time people will die.

Yes - but some folk would have issues with signing an agreement that gets around the 4th amendment.
