That's an indication of how effective it is for you to base your opinions on the way things seem to you. I don't think you care that much about what's legal in general. I lived in Portland for many years; I know the protest culture there, and I know why Trump's administration are targeting it.
It's not so much that I'm that surprised that orange scrote and its henchchicken would try to order federal officers to do things they have no right to, but that said officers would comply rather than protest.
You've already seen them doing it during the protests in Washington DC where Trump went to that burned church to hold up a a bible in his hand. Again, I think you're basing your surprise on your personal feelings rather than on data which is available to you. If you're not interested in informing yourself, why are you interested in expressing "surprise" like this? Even if you say you are surprised, you're just making sympathetic noises, now. I've seen plenty of the bigoted tripe you post; you have blind spots big enough to drive a police van through.
There are all sorts of subtleties in the reported incidents of arrest and/or detainment in the Portland situation. Some protesters are defacing or damaging federal property and some are not. I don't expect law to be enforced equitably in a situation of civil disorder. Look up "Kent State National Guard 1970" if you're in any doubt about how long this has been going on. That happend about the time you were saying your first words.
