I'm going to guess this has already been covered, but just in case, that is a misunderstanding. It isn't the customer who can't take their insurance across state lines, it's the companies who can't offer their insurance across state lines. Each state has an independent insurance board for handling insurance regulating and the issue is about the ability to escape that regulation by the industry.
