"XL" actually stands for "export limited", and no, it does not mean 'exported from Canada to the US'. Most of the Keystone XL pipeline's is destined for the Gulf Coast, from where it will be exported.

I may not be the world's biggest fan of the 13% and there are solid reasons for that but I've definitely met a few who were probably at least north of a 120 IQ score, or at least 115. Even if I didn't like them, they weren't stupid in most respects.
