Is there a military training area in that direction, 'cos those look to me like classic ground illuminating parachute flares? Notice how as the lowest light fades out, a new one lights up up above. Sometimes, depending on weather conditions, they actually hover as the heat from the burning magnesium rises up under the small parachute canopy and supports it. I see these regularly here in UK on Salisbury Plain where I live. Mostly at night, but frequently in daylight too. Just a thought.
These lights look suspiciously like military LED-targets (R/C high power LED-arrays tied to helium ballons). E.g. gunners have target these things when lighted. A computer captures and provides the results. Jet fighter- and helicopter pilots use such artificial targets too. Since each light transmits an invisible unique digital code, many targeting scenarios can be exercised. LEDs are cheaper and more flexible than target flares or target drones.
They look like artillary illumination rounds in the sky. the one nearest the ground goes out, and another one takes its place up high. As an ex-artillary man, I have seen this many times over the years. its just the point of view and distance that makes it look "ufo-ish"

But that point varies with each falling light. The route is not identical either. I'd go with parachute flares of some sort, possibly anti-missile flares, to distract heat-seeking anti-aircraft missiles.
