Can you link to some other videos of the same lights from other angles? With them being so clear and obvious, right in the middle of a densely-populated area, then there will be lots of videos of the same thing.

Parachute illumination flares, easily identified by the fact that the new ones appear higher up and the oldest/lowest ones burn out.

Is there a military training area in that direction, 'cos those look to me like classic ground illuminating parachute flares? Notice how as the lowest light fades out, a new one lights up up above. Sometimes, depending on weather conditions, they actually hover as the heat from the burning magnesium rises up under the small parachute canopy and supports it. I see these regularly here in UK on Salisbury Plain where I live. Mostly at night, but frequently in daylight too. Just a thought.
These lights look suspiciously like military LED-targets (R/C high power LED-arrays tied to helium ballons). E.g. gunners have target these things when lighted. A computer captures and provides the results. Jet fighter- and helicopter pilots use such artificial targets too. Since each light transmits an invisible unique digital code, many targeting scenarios can be exercised. LEDs are cheaper and more flexible than target flares or target drones.
They look like artillary illumination rounds in the sky. the one nearest the ground goes out, and another one takes its place up high. As an ex-artillary man, I have seen this many times over the years. its just the point of view and distance that makes it look "ufo-ish"

They appear to have a burn time of about 60 seconds, which I'm fairly confident will match that of some type of US Army flare.

Aye, most likely. I live near Salisbury Plain, and I've seen very similar 'phenomena' when the troops are out practicing night maneuvers.

I would go with the parachute flares too.
Colorado springs is home to the US Air Force Academy, Peterson Air Force Base and Fort Carson. Peterson AFB has amongst others the 302nd Airlift wing. it could easily be them dropping things out of aircraft.

Looks like cars driving down a hill with headlights on. Visible from the crest until some point that there is an obstruction.
I note from a map of the area there is such a road which descends out of high ground. If you look carefully at the video, you can make out the contour of high ground.

I think any contours are due to differing cloud colours. Also the lights descend vertically. If it was car headlights then they would follow a curved path given the distribution of the lights unless there was a series of parallel roads all heading directly to/from the camera.

They are infringing on US airspace so the USAF better get the heat seeking missiles out then. I hope they don't carry flares to defend against that!
