Keep folks in line with what? I've never had any authority attempt to use the existence of nukes to keep me in line.

Drive on the correct side of the road or nukes might fall and wipe out substantial quantities of the Earth's biosphere, said no one ever.

I think you're conflating concepts that have no business being together, and so the onus would necessarily be on you to substantiate any links between them before they can become a serious argument to respond to.
