Doesn't seem odd at all. Real human beings don't run around being stereotypically evil with goatees and manic laughter. They go to work, make friends, attend dinner parties, love their kids, become popular, even, and all the while, some of them are sending people who don't follow Lysenkoism off to die in the gulags, or some other shockingly inhumane thing.

The real oddity, IMO, is that humanity continues to be surprised that the real villains don't live in a Hollywood movie.
