Interesting. A little like the answer to the question of "why not give middle income earners a tax break?"...because, in Australia, something like 80% of taxpayers make less than $50,000 a year...they're way to big a target for the government and source of revenue...why would you give the biggest proportion of your tax income base a tax cut???
