There is practically no technical knowledge required to download pirated material, these days it's as simple as installing an application (the names of which can be found on Google in seconds and are passed around friends) and clicking on what you want. Most teenagers know how to use or are at least aware of proxies thanks to schools attempting to filter the internet, and programs like Limewire were incredibly popular and very well-known.

The vast majority of the population now knows how to use computers to a reasonable degree, and are therefore capable of downloading pirated material, and research suggests a significant proportion of the population do just that (Nationmaster puts software piracy at 26%). If your argument is that no one will pay, or they'll pay peanuts when they can get stuff for free, how do you explain the graph I posted?

The people who create and run the systems have a lot of techie knowledge, definitely many times more then the politicians who create legislation and a few times more then the people they hire to implement anti-piracy measures. There's a reason no form of DRM has ever been secure.
