Low turnout in non presidential elections. Higher turnouts will favor the legislation. CA was going to wait, but the CA AG has crunched the numbers and sees a .5 billion dollar benefit to legalizing weed, so it looks like they may try 2014.
Legalized Weed would Net the State of California Around One Half a Billion Dollars. So Says the AG.
