The big issue was would the new carrier be STOVL (top) or CATOBAR (bottom).
Short take-off vertical-landing (STOVEL) is cheaper, but limits the number of types you can use.
Catapult-assisted take-off but arrested-recovery (CATOBAR) costs more but means you can use more types of aircraft.
