I struggle to believe he had no idea the lion hunt was an illegal one too considering the concerted effort to destroy the collar. When you spend $55,000 on a lion hunt it's to kill a special lion, usually black maned. Otherwise you just spend $20,000 (or $10,000 on a female.) The hunters lured Cecil, the black maned lion, not Jericho, the other mature lion in the area, who had less of a mane and was blonder. Cecil was absolutely their target.
