Ceres cop drapes blankets over slumbering street people

Before his shift starts and the sun rises, Warrant Officer Andries Douglas visits the quiet streets of Ceres to put his "policing from the heart" policy into action.
He walks along Main Road to where the homeless are sleeping and quietly drapes warm blankets over the small group huddled together on the pavement.
Most do not wake from their slumber.
