That's a good point. The default position they should take when dealing with their employers, the general public, is one of respect.

That depends entirely on the situation. Sometimes they have to move in carefully. At other times they have to move in and dominate the situation as soon as possible. That means giving clear orders and showing that the police is in charge and that the person has no say in the situation.
