No it doesn't, because it neither defines these so called cultural values are nor what 'sharing' them exactly entails.

If anything, it would be easy to argue that the people supporting such policies are, themselves, demonstrating that they don't share their nations' cultural values, particularly the ones pertaining to respect for cultural diversity.
