The odd thing about the billion pounds is that it's such a round number. It's like there's been no need to justify and calculate how much is a reasonable sum of extra investment for NI, and no attempt to negotiate a more reasonable amount by the Tories. It's like the DUP said "We want a billion pounds" as their opening demand, and May is so desperate for their support she just got out the cheque book.

Edit: I take that back, I've read somewhere else that it's more than one billion pounds.
