The behaviour almost certainly occurs in the Netherlands, given it is human behaviour and the Netherlands is populated by humans.
It might not be called NIMBYism in Dutch but, there's probably a word in the language which captures what is meant by the phrase "Not In My Back Yard."
I know what it means. In Dutch the phrase does not exist.
