The problem is that the Repugs do horrible things at state level (e.g. Texas abortion laws, gerrymandering and voter suppression) and "rule" at federal level by omission. So the only legislation they push for at federal level is tax cuts and cutting federal government, which bypasses the filibuster because it's part of the budget: hence Trumps tax cuts that added $7.8 trillion to the US deficit to line the pockets of millionaires and billionaires. Cuts to the CDC during a pandemic and no investment in infrastructure or social care didn't require senate validation to not do something.
