A newspaper announcement would most likely be generated from registering the birth with the town clerk. I don't think people call the news paper themselves to announce births

The conspiracy is that if Obama was born over seas, he would NOT be a US citizen because his mother was too young under the law to confer citizenship at birth outside the US. So the only way that Obama could claim US citizenship would be to file the birth as an at home birth with the town clerk. If the mother or grandparents were aware of the citizenship law, they'd realize they would have to record the birth in Hawaii.

Ensuring the birth was recorded in Hawaii was not some secret plan in case Obama ever wanted to be President Without he would not be a US citizen at all.
