No it doesn't.
It simply means you studied the material on a level that is taught at college/university degrees on the subject.
It doesn't necessitate that you've actually done any tests.

Which no more makes you an expert with regards to those topics than I would be an expert in philosophy, English literature or Early Islamic history, despite having taking courses on all those subjects during my university years.
