Problem therein is the 'you' part.

Do you mean 'you' - the chap writing this?

Because what you may wish to do might not be the same for all. So it would really depend on you expounding the specific freedoms you feel you're missing.

For example, for a thief, wouldn't it be a maximally free if petty theft were tolerated as a 'personal freedom'?

There are many places across the world where the police force is ineffective in dealing with crime, or worse, complicit.

This doesn't actually equate to any personal freedom though as a state that doesn't have control over crime or a monopoly on force may be unable to offer protection to you, or to people whose wish is to live without fear of threat and violence.
