That's exactly right. The problem rests in deciding that atheist is a meaningful label, entailing numerous and variegated attempts to proclaim that it is. Lack of belief in deities doesn't make for much significance (except, I guess, to theists and some nominal atheists), and it is precisely this lack of significance that addresses those, mainly theists, who attribute significance to it. I say mainly theists, because evidently, some non-theists also attribute significance to it. You'd probably be hard pressed to demonstrate that any theist proposes an atheist ideology, except, you know, with a nugatory tone. That's probably why most people find the phrase lack of belief in deities to have no specific significance unless the terms deity and belief have specific significance. But they don't, so there you have it. What we find is that atheist ideology depends on a big load of crap.
