But so long as you don't think about these problems, such a proposal starts to *appear* feasible;
Which is how most conspiracy theories are able to exist- knowing better actually requires knowing more (or at least, thinking more).
And don't forget- as most conspiracy theorists spend the majority of their 'research time' watching movies or reading fiction- they usually perceive that the things written in for dramatic effect are things a real-life government would seriously do.
