Of course I can! Silly question.
But I'd still have to pay water rates, based on the rateable value of my house.So I'd have to contribute for something I don't want through taxation of some kind, pay water rates and pay for an alternative, far less convenient, water supply. Surely it would be much fairer and simpler for those who want fluoride in their water to add it themselves.
