No, to make it grammatical you'd have to insert another word or use a different verbal form. Either:
"Consciousness conceives and governs constructs and becomes the physical universe."
Or:
"Consciousness conceives governing constructs and becomes the physical universe."
I wonder which he meant.
Deepak and "meant"? I think there is a "parallax gap" there.
