No, to make it grammatical you'd have to insert another word or use a different verbal form. Either:

"Consciousness conceives and governs constructs and becomes the physical universe."

Or:

"Consciousness conceives governing constructs and becomes the physical universe."

I think it's meant to go "Consciousness conceives, governs, constructs and becomes the physical universe."


Ahh I see. :thumbup: I kept reading "constructs" as a noun for some reason.
