No, to make it grammatical you'd have to insert another word or use a different verbal form. Either:

"Consciousness conceives and governs constructs and becomes the physical universe."

Or:

"Consciousness conceives governing constructs and becomes the physical universe."

I think it is using "constructs" as a verb. Therefore, this would be correct:

"Consciousness conceives, governs, constructs, and becomes the physical universe." (Or without the Oxford comma, if you prefer. :))

EDIT: (Sorry. I now see others have already pointed this out. :doh: )
