Wuffy what is the source of this information ? this is the "Seoul Times".
What kind of Journal is it ? this is a pro-South Korean journal. China is an adversary or enemy of South Korea (that depend of your point of view). Because China support North Korea. Therefore that can explain why they (he/she/it) made this false information. This is in the section "Letters to the Editor" like that they reduce the risk that someone accuse them of Disinformation.
Also you can see that there are more pictures than words. Other possibility : this is a real letter who contain false information.
All these things indicate that this is untrue.
