Again CharlieM that was a second century+ modification of many tenets of the early Christian church. The coming of the Holy Spirit would fulfill what you are saying that the Kingdom of God is within people, but that only works once Pentecost happened and the Spirit was available for all. Until then the Son of Man was bringing forth the Kingdom of God.

In the Spirit of Christmas we can look at an earlier verse in Luke 1:31-33

Do not be afraid, Mary,
for you have found favor with God.
Now listen:
You will conceive and give birth to a son,
and you will call His name Jesus.
He will be great
and will be called the Son of the Most High,
and the Lord God will give Him
the throne of His father David.
He will reign over the house of Jacob forever,
and His kingdom will have no end.

Jesus is Lord. Jesus was among his people. The Kingdom had come but no one recognized it. The Pharisees did not bow to Jesus, the Sadducees did not bow to Jesus, the Romans did not bow to Jesus, because they did not see what was plain to see. In fact, it was the lesser of men who saw Jesus for whom he really was.

And again the early church most definitely did not assume Luke 17:21 meant the Kingdom of God was inside everyone. It was Jesus saying I am here and it is here, but you do not know it because I have chosen to hide it ~layman's translation.
