I don't know when Canada started admitting gay Scouts and Scout leaders. It's 1999 at the earliest. In any event, if he says the numbers of Scouts have declined from 500,000 to 70,000 over the past 10 years because of the organization doesn't disriminate against gays, the numbers don't bear that out:
