I'd guess it's the head of the penis, under the foreskin that'd be the most sensitive. I can only imagine that it toughens up without the protection of the foreskin and sensation is lost. I have no real idea though, never having had a penis.
That would be impossible to investigate
No two men are the save when it comes to sensitivity. I suppose if it was done to an adult
