Because minimal genetic diversity would require a population of about 100 or so individuals. If they are air breathing, they'd have been spotted and properly identified by now.

A lot of money has been spent surveying the loch (with submersibles, with sonar) for signs of anything that would qualify as a monster was living in there. Nothing has been found.
