Well, that just means they don't think it will make them enough money to offset possible hassle. Having abandoned a half-written book ten years ago, if I'd finished it but had no success with publishers I'd be thinking of electronic publishing by now. Never mind the peanuts, feel the satisfaction!
I'm sure regulars here would treat an electronic review copy in confidence.
