Sounds like numbers pulled out of your arse to me.
The story here is possibly a disproportionate number of refusals to carry service dogs. That is much less of a hygene issue because of the low numbers so expect a religious bias to show up in public records prosecutions for that.
Taxis refusing to carry pet dogs for whatever reason is not a scandal. There are other modes of transport. There are other taxis, you can make arrangements ahead of time to not get caught out.
