Proximus has better coverage, but is somewhat more expensive. I don't think the coverage will be that different if I take into account you'll be visiting the larger cities primarily.
I've studied in Brussels and never had any problems, though I mostly roamed the area described earlier in the thread.
Chocolate and fries? In brugge, there normally is a frietkot smack at the town square (not really a square though) but I find them not that good. Too fatty and not crispy enough, but my experience dates back at least three years, as I have stopped eating fries except home cooked ones.
If you happen to be in Brugge, try looking for Da Vinci ice cream shop. Quite good, I reckon.
