Do you disagree that it would be virtually impossible to build such a thing as the flagellum using nothing but slight, successive modifications? The reason the experts postulate mechanisms such as co-option of secrectory systems is that they understand the improbability of slight, successive modifications being up to the job of producing a flagellum from scratch.
