While a student at university, a friend told me his father, an obstetrician, had just had the 2nd baby in a month that was born with a tail. With my friend we did some research right away to find out how often this happens. In one book on obstetrics we read it was one in 800,000 births. The book recommended that the tail be snipped off, the parents not told. In another book meant for paediatricians, there was the same advice given as was in a manual for midwives!.
In the foto of the OP, i knew right away this was not a proper tail, because it was too far above the buttocks of the child. When humans are born with a tail it is usually 2 to 3 extra small bones or cartilage after the coccyx.
