What study is it btw?

It's history.
Let me fill you in on the finer points of this fine.
It's a fine of 3000 euros, that's 200% of the average anual tuition fee. It also applies to anyone who has stwichted studies and people who have already got a degree in the past, up till '91 I believe.
So it doens't just affect people like me, who should have put in more effort, it also affects people who made a bad study choice, who were sick for a year and people with a prior academic or college education. This isn't a fine, it's a tax measure.
More-over it violates the 'equality principle' which states that new laws cannot be enacted against people already in a certain processs. For example if a law were to be set now that would fine everyone who buys a dog, it cannot be retro-actively be applied to people who bought a dog in the past. In the same way this fine should only affect people starting a higher education study this year and onwards.
Finally it appears a majority of the parties is now in favour of repealing this law. Sadly this won't be done until after the next elections by which time it will be to late for me and others who already have to pay the fine for the upcoming year.

*Edit. This fine comes from a government who claims to want to make the Netherlands a knowledge economy.... :crazy:
