I did, because international cooperation is easier said than done. That said, it is easier said that it is "easier said than done" than it is done. Where does that leave us?
So, when you say "international cooperation", you'd best say how it works for something other than a one-off project. Astronautical projects with international cooperation do work better than you would expect from other examples of international cooperation, but why is that?
Maybe because they have a clear goal, and require a lot of money to put them into effect, forcing governments to watch them carefully.
