I found immersion to be an effective technique - by the time I finished my 8-month stretch working with the Norwegian PRT in Meymanah, Afghanistan, I could decipher between 30-70% of a news article - more if the subject matter was familiar to me.
Figuring out the pronunciation rules is key, I think - the Norwegian words are close enough to many English root words that once you learn how words are pronounced, you can get meaning and context through synonyms in English.
