Shaft's identity and appeal was that of an individual belonging to a marginalized social minority presented as empowered and strong. White Shaft would be missing that aspect and just wouldn't be Shaft.
Bond's ethnicity has no relevance to his character. You can deviate from standard Bond in that respect in a way you can't with characters whose ethnicities are relevant to their identities.
